Thermobaric weapons do not use conventional ammunition.

They are instead filled with a high-pressure explosive, and suck in oxygen from the surrounding environment to generate an extremely powerful explosion and pressure wave.

Their use has been seen before in the Russian republic of Chechnya, according to Human Rights Watch.

On Saturday, CNN reported seeing a thermobaric rocket launcher near the Russian town of Belgorod.”

US has asked 12 Russian UN diplomats to leave the country, Deputy Ambassador confirms

The United States has asked 12 Russian United Nations diplomats to leave the country due to their alleged engagement in “activities that were not in accordance with their responsibilities and obligations as diplomats,” Ambassador Richard Mills, Deputy Representative of the United States to the United Nations, said during a UN Security Council meeting Monday afternoon. 

Russian Ambassador to the UN Vassily Nebenzia responded by saying Mills’ explanation of the expulsions was “not satisfactory.” 

The US Mission to the UN also said in a statement that the 12 Russian diplomats were “intelligence operatives…who have abused their privileges of residency in the U.S. by engaging in espionage activities that are adverse to our national security.”

“We are taking this action in accordance with the headquarters agreement. Today’s action has been in the works for several months,” US Mission spokesperson Olivia Dalton said.

“ Nebenzia first announced the news of the expulsions during an earlier press briefing at the UN Monday afternoon. He said he did not know which 12 diplomats were among those asked to leave, but said US officials visited the Russian Mission to the UN and delivered a letter demanding that they leave the country by next Monday, March 7.

“I’ve just received information that the US authorities have undertaken another hostile action against the Russian Mission to the United Nations grossly violating their commitments on the host country agreement that they undertook,” Nebenzia told reporters. “They just visited the Russian Mission and gave us a note prescribing us to do what they demand.”

UK communications regulator launches 15 investigations into Kremlin-backed news channel

The UK's communication regulator is launching 15 investigations into Russia Today (RT), the Kremlin-backed news channel.

The announcement same Monday via a statement.

Ofcom — the UK's communications regulator — said it had "observed a significant increase in the number of programs on the RT service that warrant investigation under our Broadcasting Code."

Last week, UK Culture Secretary Nadine Dorries asked Ofcom to review RT's operation in Britain. The regulator replied to Dorries saying it had “stepped up our oversight" in light of the "serious nature of the crisis in Ukraine."

The investigations "relate to 15 editions of the hourly News program broadcast on RT on 27 February 2022 between 05:00 and 19:00 inclusive" and will be – "expedited, given the severity and urgency of the current crisis," Ofcom said Monday. 

Ofcom's Chief Executive Melanie Dawes added that "given the serious, ongoing situation in Ukraine, we will be concluding our investigations into RT as a matter of urgency."

The regulator acknowledged that "when reporting on an armed conflict" it can be "difficult for broadcasters to verify information and events" but that it is "imperative that they make every effort to do so."

In December, Belarusian President Alexander Lukashenko went on Russian state television to offer to host Russian nuclear weapons on Belarus’s territory. This will be made possible by a little-noticed change to Belarus’s constitution set to come into effect on 27 February. “

“ On 27 December 2021, Belarus published proposed changes to its constitution and submitted them for public comment. Their subsequent approval has paved the way for a 27 February 2022 referendum on the adoption of the new constitution. Other analysts have ably described the political changes, such as guaranteeing President Alexander Lukashenko’s power indefinitely, and limiting the power of parliament. Many have missed the headline, though: the new constitution would allow Belarus to host nuclear weapons on its territory for the first time since 1996. This change will help Lukashenko to deliver on his offer to host Russian nuclear weapons on Belarusian soil, which he had made to President Vladimir Putin a month earlier on Russian television.

Belarus did not formally announce the change to its nuclear status when it posted the changes to the constitution on the presidential website – indeed, as a deletion from the text, it was difficult to spot, because only the additions were highlighted. This is nevertheless a momentous development, calling into question Belarus’s observance of its obligations under the Budapest Memorandum of 1994, which codified its nuclear-weapons-free status under the Nuclear Non-Proliferation Treaty (NPT). The changes also eliminate the country’s neutrality, which had been part of its strategic posture since the end of the Cold War. Together, they have enormous implications for European security in the context of the current crisis around Ukraine.

Belarus pays the piper

It is likely that the changes to the Belarusian constitution on neutrality and its nuclear-free status were made in exchange for Putin’s support for Lukashenko in a series of recent crises, including protests against his rule, the migration crisis Belarus fomented with its neighbours, the hijacking of a commercial airliner to arrest a dissident, and the subsequent European Union sanctions. Lukashenko met with Putin in Moscow on 9 September 2021 to discuss ‘integration processes within the Union State’, which likely included a demand for Belarus to take a number of steps that Lukashenko had previously resisted (such as permanent stationing of Russian military forces in Belarus) in exchange for massive economic aid and loan guarantees. The two leaders kept in close contact, with five telephone conversations between September and November, culminating in the meeting of the Supreme State Council of the Union State on 4 November, where Russia and Belarus approved their joint military doctrine.

This new military doctrine, which has not been made public, is reported to include greater integration between the two militaries, which probably requires the changes to Belarus’s neutrality and nuclear-free status to allow for potential Russian nuclear deployments to Belarusian territory. The Belarusian Constitutional Commission met on 15 November to discuss the scope of upcoming changes. Then, on 30 November, in an interview with Dmitry Kiselev, the director general of Russia Today, Lukashenko publicly recognised the ‘legality’ of Russia’s annexation of Crimea (something he had pointedly refused to do until then), and offered to host Russian nuclear weapons on Belarusian territory:

'I will offer Putin [the opportunity] to return nuclear weapons to Belarus' [я предложу Путину вернуть ядерное оружиев Беларусь]. 

Lukashenko went on to say that most of Belarus’s former nuclear-weapons facilities, which used to house and launch Soviet SS-25 missiles, remain in place and are ready to host Russian nuclear weapons. The SS-25s, their warheads and the associated infrastructure were supposed to be removed in fulfilment of Belarus’s obligations under the Budapest Memorandum of 1994 – an agreement negotiated by Lukashenko’s predecessor as president, Stanislav Shushkevich, before being signed by Lukashenko in September 1994, shortly after he took office, under significant pressure from the United States and Russia. The work to denuclearise Belarus was carried out by the US under the Cooperative Threat Reduction Program, also known as the Nunn–Lugar Program, designed to safeguard and eliminate former Soviet nuclear weapons and related infrastructure.

The end of Belarus’s nuclear-weapon-free status

In the Russia Today interview, Lukashenko said he would never have given up Belarus’s right to nuclear weapons by signing the Budapest Memorandum if there had been any way to avoid doing so. Indeed, in April 1995, Lukashenko publicly threatened to keep the SS-25s in Belarus. Lukashenko said in the interview that Russia’s then-president Boris Yeltsin put him under personal pressure to comply and return the SS-25s to Russia. All the SS-25s and their nuclear warheads were returned by November 1996. Lukashenko went on to assert that in defiance of US pressure he put a stop to the destruction of the SS-25 storage and launch locations, sacrificing only one site. In reality, the US ended its work in Belarus in March 1997 in response to Belarusian human-rights violations, leaving 81 SS-25 launch sites intact.

Lukashenko’s dismissal of the Budapest Memorandum is a worrying development, but may indicate that he believes it constitutes a residual obligation preventing Belarus from ever hosting nuclear weapons again. It is therefore likely that Belarus will fully renounce the Budapest Memorandum sometime in the near future. In any case, Lukashenko has moved swiftly to remove the related restrictions from Belarus’s constitution. The current constitution (Article 18, paragraph 2) reads:

'The Republic of Belarus aims to make its territory a nuclear-free zone, and to make the state neutral' [Республика Беларусь ставит целью сделать свою территорию безъядерной зоной, а государство – нейтральным].

The proposed new text reads:

'The Republic of Belarus excludes military aggression against other states from its territory' [Республика Беларусь исключает военную агрессию со своей территории в отношении других государств].

Endgame

Lukashenko’s volte-face culminated in his meeting with Putin on 29 December, in which he heaped praise on Russia and its leader for helping Belarus. He invited Putin to build joint military-training centres and conduct more military exercises in Belarus. Putin agreed to conduct a joint exercise in ‘March or February’ 2022. Preparations for that exercise, Allied Resolve, are under way now, and presage a second front in an attack on Ukraine, threatening Kyiv. 

As for the next steps in the update to the constitution, the public-comment period ended on 20 January, with a staggering approval rate of 99.25% (only 40 out of nearly 9,000 public comments opposed the changes, according to the same source).  A public referendum on the adoption of the new constitution is now scheduled for 27 February. 

With Belarusian neutrality gone, along with its promise to remain nuclear-free, we are entering a new and dangerous phase in Euro-Atlantic security.

“ The bombardment in the city of Kharkiv on Monday killed a female civilian and wounded 31 others, raising the death toll in that city to seven over the past few days, the city’s council said. CNN is reaching out to Russian authorities for comment on the attack.

According to social media videos geolocated by CNN, multiple rockets were seen exploding closely together in a residential part of the Saltivka neighborhood, near a supermarket in the northeast of the city, which the Russian military has frequently targeted.

Ukraine’s Prosecutor General Iryna Venediktova described the situation in Kharkiv as “hellish” and shared a video on Facebook of a missile that hit a kitchen window and tore off the leg of a woman, who she said later died in hospital.”

“ Ukrainian intel suggests Belarus is prepared to join Russian invasion and US suspends operations at embassy

A Ukrainian government official tells CNN that Ukrainian intelligence indicates Belarusian “readiness to maybe participate directly” in the invasion of Ukraine, “in addition to allowing Russians to use their territory as well as letting them cross the border.”

A second source close to the Ukrainian government told CNN that in addition to the Ukrainian intelligence, the Biden administration has also conveyed to the Ukrainian government that Belarus is preparing to join the Russian invasion.”

“ BRUSSELS (AP) — Within days, Russian President Vladimir Putin has achieved what remained out of the grasp of the European Union for many decades — to jointly buy and send weapons to a war zone — and restored something that was broken for years — trans-Atlantic unity.

For years, Putin could sit back and relish in unseemly scenes of Western disunity — ranging from the Britain’s Brexit move out of the EU in 2016, Hungary’s long-standing antipathy towards its EU headquarters and, equally, the rift created by former President Donald Trump that has far from fully healed under Joe Biden.

For Putin, the timing seemed perfect for his invasion of Ukraine since it had the potential of opening the cracks of division even further, with a war on the continent forcing everyone far outside their diplomatic comfort zone.

“And just as Vladimir Putin thought that he would destroy European unity, exactly the opposite thing has happened,” European Council President Charles Michel said in an interview with a small group of reporters on Monday.”
