President Trump said Friday the U.S. would halt its funding of the World Health Organization and pull out of the agency, accusing it of protecting China as the coronavirus pandemic took off. The move has alarmed health experts, who say the decision will undermine efforts to improve the health of people around the world.

In an address in the Rose Garden, Trump said the WHO had not made reforms that he said would have helped the global health agency stop the coronavirus from spreading around the world.

“We will be today terminating our relationship with the World Health Organization and redirecting those funds to other worldwide and deserving urgent global public health needs,” Trump said. “The world needs answers from China on the virus.” “

Putin, heir to the Mongol Grand Khans

Moscow (AsiaNews) – A recently published book has generated a lot of buzz in Russia. Titled The Great Batu Khan, founder of Russian Statehood (Великий хан Батый – основатель Российской государственности), the tome is by Gennady A. Tjundeshev (Haramos), a historian at Khakassia State University (in Asian Russia, where Tatar-Mongols hail from).

Its publication has revived the memory of the times of the "Tartar yoke", when Russia was under Asian rule for more than two centuries, between the 13th and the 15th centuries. It has also inspired some comparisons, especially with President Putin, who was re-elected on 18 March and has acquired the status of tsar and great leader.

The great Batu Khan was the grandson of Genghis Khan, who, in 1240, imposed the dominion of the so-called "Golden Horde" on the principalities of ancient Kievan Rus, which disappeared from history as a separate entity.

The Tatars were defeated for the first time in 1380 in the Battle of Kulikovo. Dmitry Donskoj, Prince of Moscow, led the way inspired by Sergius of Radonezh. Eventually, the city of Kyiv (Kiev) was against itself by the 17th century, but Asian domination ended only in 1480 thanks to the great prince Ivan III, father of the ideology of Moscow as the Third Rome. According to Tjundeshev’s interpretation, Russia has never freed itself from the legacy of the Tatar Khans; instead, it has made it the basis of its civilisation and state organisation.

The idea is not particularly new. Napoleon, contemplating Moscow burning in 1812 from the walls of the Kremlin, uttered his famous words: “Scratch a Russian, you find a Tatar”. Many historians recognise the importance of the rule of the Golden Horde in the development of Russian society. The word money, dénʹgi (деньги), comes from Mongolian and survives in the memory of the taxes that Russians had to pay to the Khans to obtain formal diplomas, Jarliq (ярлык), which today means label, price tag, in modern Russian. Thus, today’s Russia is more the offspring of the Golden Horde than Kievan Rus. Tsar Ivan the Terrible, who conquered the last Kazan khanate in the 1500s, incorporated the main Mongolian leaders into the Russian administration. The tsar of "Holy Russia", to whom many today compare the reigning president (Ivan IV and Putin IV), dropped out of government for a whole year, putting one of his Mongol khans, Simeon Bekbulatovich, in his place.

On 19 April, in an interview with Radio Svoboda, Tjundeshev reiterated his thesis. "The Golden Horde introduced the imperial spirit to Russia, and Batu Khan was the true founder of Russian statehood [. . .]. The mindset of Russians is mainly Asian. Even if the population is of European stock, only a small minority think within European parameters. This is why,” says the Tatar scholar, “it is so difficult for Russians to learn to be free; they always need a strong hand to rule them.”

“In the Russian Duma everyone always votes as the president wants, like in the Kurultáj of Genghis Khan. The founder of the Mongol Empire at the beginning of the 13th century was in reality a very advanced man for his time, able to adapt to different situations and different cultures, including religions. From the Tatars come nations such as China, India, Turkey and Russia, which embrace different faiths like Confucianism, Islam and Orthodox Christianity.”

According to the scholar, "Confucian ideas adopted by Genghis Khan spread to Russia: the family as the cell of society, the untouchability of the head of state, the verticality of power so dear to Putin". The Tatar spirit is very visible in the army and its initiation ceremonies (hazing), and in the legal field, where the will of the powerful reigns and presidential decrees are worth more than the existing Constitution. One example cited by Tjundeshev is the decree on "federal districts" of 13 May 2000 when, at the beginning of his first presidential mandate, Putin replaced elected heads of federal districts with presidential envoys in total disregard of the constitution.

Russia’s international isolation, described recently by Putin adviser Vladislav Surkov as the only possible basis for the country's foreign policy, is also a throwback to the geopolitical conditions under the Mongols, who saw in every foreign power an enemy to annihilate, and often deemed treasonous the less loyal of their subjects. Thus, Russia’s inward turn is showing up in paradoxical and almost grotesque ways; one example is in the recent decision to shut down Telegram, an instant messaging service run by the brothers Nikolay and Pavel Durov, who have refused to give the Russian government its codes. Unfettered modernity is resisting Asian totalitarianism.”

“ The American founder of US-based militant neo-Nazi group The Base is directing the organisation from Russia, a BBC investigation has found.

Rinaldo Nazzaro, 46, who uses the aliases "Norman Spear" and "Roman Wolf", left New York for St Petersburg less than two years ago.

The Base is a major counter terrorism focus for the FBI.

Seven alleged members were charged this month with various offences, including conspiracy to commit murder.

Paramilitary training

Court documents prepared by the FBI describe The Base as a "racially motivated violent extremist group" that "seeks to accelerate the downfall of the United States government, incite a race war, and establish a white ethno-state".

The group - founded around July 2018 - gains followers online, communicates using encrypted messaging applications, and encourages members to engage in paramilitary training.

The leader's real identity had long been a mystery.

However, multiple images and videos of Nazzaro - taken over several years in both the USA and Russia - show the man known to be The Base founder, who goes by the two aliases.

He has previously used photographs of himself when promoting the group online

Last year Nazzaro was listed as a guest at a Russian government security exhibition in Moscow, which "focused on the demonstration of the results of state policy and achievements".

Living in Russia

A video posted online in March 2019 shows Nazzaro in Russia wearing a t-shirt bearing an image of President Vladimir Putin along with the words "Russia, absolute power".

We traced Nazzaro and his Russian wife to an upmarket property in central St Petersburg purchased in her name in July 2018 - the same month to which the FBI dates the creation of The Base.

Records show that, before moving to Russia, Nazzaro ran a company registered in New York that offered access to a "network of security professionals" with expertise in intelligence, counterterrorism, counterinsurgency, and psychological operations.

A website for the firm - Omega Solutions - once stated: "Our associates have worked with various government and military agencies, including multiple wartime deployments to Iraq and Afghanistan".

When we visited the company's one-time address it was little more than a mail drop, although the firm officially remains active and has a current insurance policy.

Property records show that an apartment associated with Nazzaro in New Jersey was given as the address for an entity called "Base Global" when it purchased land in the US state of Washington.

Guerrilla warfare

Nazzaro married a Russian woman in Manhattan in 2012. She had moved to the city from her homeland around four years earlier and her CV says she spent time working in a bank.

In 2018 - when he first began promoting The Base online using the "Norman Spear" pseudonym - they moved with their children to Russia.

In social media posts that year, "Norman Spear" posted imagery and videos by the outlawed British terrorist group National Action, praised al-Qaeda, and asked for volunteers possessing various skills, including with weapons, for his new organisation.

Audio recordings posted online capture "Spear" lecturing on subjects such as "guerrilla warfare". He is variously described as a military veteran, a former CIA field officer, and a defence studies expert.

"Norman Spear" was previously associated with an obscure movement that seeks a "white homeland" in the US Pacific Northwest, which includes the area where "Base Global" purchased land.

Following the nationwide FBI arrests of alleged Base members last week, an online channel used by the group to post propaganda carried a defiant statement from "Roman Wolf", saying "we will continue our struggle for survival undeterred".

The case against three alleged members states that the group leader instructed them to use coded language - or cyphers - when communicating, a tactic which the men are said to have employed.

The trio, accused of conspiring to murder an anti-fascist couple and their children, were allegedly counselled by the leader to carry out "non-attributable actions but that will still send a message".

A separate Guardian investigation has today also named Nazzaro as leader of The Base.

“ The American founder of US-based militant neo-Nazi group The Base is directing the organisation from Russia, a BBC investigation has found.

Rinaldo Nazzaro, 46, who uses the aliases "Norman Spear" and "Roman Wolf", left New York for St Petersburg less than two years ago.

The Base is a major counter terrorism focus for the FBI.

Seven alleged members were charged this month with various offences, including conspiracy to commit murder.

Paramilitary training

The group - founded around July 2018 - gains followers online, communicates using encrypted messaging applications, and encourages members to engage in paramilitary training.

The leader's real identity had long been a mystery.

However, multiple images and videos of Nazzaro - taken over several years in both the USA and Russia - show the man known to be The Base founder, who goes by the two aliases.

He has previously used photographs of himself when promoting the group online

Last year Nazzaro was listed as a guest at a Russian government security exhibition in Moscow, which "focused on the demonstration of the results of state policy and achievements".

Living in Russia

A video posted online in March 2019 shows Nazzaro in Russia wearing a t-shirt bearing an image of President Vladimir Putin along with the words "Russia, absolute power".

We traced Nazzaro and his Russian wife to an upmarket property in central St Petersburg purchased in her name in July 2018 - the same month to which the FBI dates the creation of The Base.

A website for the firm - Omega Solutions - once stated: "Our associates have worked with various government and military agencies, including multiple wartime deployments to Iraq and Afghanistan".

When we visited the company's one-time address it was little more than a mail drop, although the firm officially remains active and has a current insurance policy.

Property records show that an apartment associated with Nazzaro in New Jersey was given as the address for an entity called "Base Global" when it purchased land in the US state of Washington.

Guerrilla warfare

Nazzaro married a Russian woman in Manhattan in 2012. She had moved to the city from her homeland around four years earlier and her CV says she spent time working in a bank.

In 2018 - when he first began promoting The Base online using the "Norman Spear" pseudonym - they moved with their children to Russia.

"Norman Spear" was previously associated with an obscure movement that seeks a "white homeland" in the US Pacific Northwest, which includes the area where "Base Global" purchased land.

The case against three alleged members states that the group leader instructed them to use coded language - or cyphers - when communicating, a tactic which the men are said to have employed.

A separate Guardian investigation has today also named Nazzaro as leader of The Base.

ATF investigators, for example, assisted NCIS in the Navy’s investigation into the 2012 fire aboard the attack submarine USS Miami (SSN-755), which was damaged by an arsonist. ATF also joined in the National Transportation Safety Board-led investigation into last year’s fatal Labor Day fire aboard a dive boat off Santa Cruz Island, Calif.

The NCIS investigation is one of three that will be done.

The Navy has assigned Rear Adm. Kevin Byrne to lead a Safety Investigation Board, Schwegman said. “Its purpose is to identify causal factors.” “

“ Titan Acquisition Holdings is taking over the Huntington Ingalls Industries-owned San Diego Shipyard, company officials announced Wednesday.

The HII Technical Solutions business segment had been running the California yard, which focused on performing maintenance and upgrades to U.S. Navy ships.

“Titan is a first-class organization with a strong reputation in the ship repair and sustainment market,” Andy Green, the president of Technical Solutions, said in a statement. “We believe this transaction will enable us to leverage complementary capabilities, capacity and facilities to improve efficiencies and better serve the needs of our U.S. Navy customer.”

Titan Acquisition Holdings is comprised of two ship maintenance and modernization firms: Vigor Industrial and MHI Holdings. Vigor operates several facilities in Washington and Alaska. The company is currently performing modernization work on Ticonderoga-class guided-missile cruisers USS Chosin (CG-65) and USS Cape St. George (CG-71). HII will have a minority stake in Titan.”

“ Ex-Trump economist says White House was warned of potential pandemic disaster in September

New York (CNN Business)Former Trump administration economist Todas Philipson said on Friday that his team alerted the White House about the dangers of a looming pandemic outbreak about three months before Covid-19 is believed to have made its way into the United States.

Philipson served three years as acting chairman of the administration's Council of Economic Advisers before stepping down in June to resume his teaching role at the University of Chicago. Philipson acknowledged testing positive for Covid-19 less than a month before his White House departure, according to The Wall Street Journal.
On Friday, he told CNN's Poppy Harlow that he co-authored and published a CEA report titled "Mitigating the Impact of Pandemic Influenza through Vaccine Innovation" that warned a pandemic disease could kill as many as half a million Americans and cause up to $3.79 trillion in damage to the US economy.

Previously, President Trump has insisted that no one could have foreseen or prevented the coronavirus outbreak, but Harlow pointed out on Friday that Philipson's 41-page report was presented to senior White House officials in September of last year.

"You guys told them at the highest levels of the White House last year this could happen," she said.
Philipson acknowledged the report was presented to President Trump or his top officials. "The White House is fully aware of what CEA puts out," he said.

Philipson noted it's not uncommon for White House officials to disagree over what course of action the President should take on certain issues. During the first nine months of Philipson's tenure as CEA chairman, he said the council was "extremely successful" in getting Trump to take its advice.
"This is like ... [a] one in 100 years lifetime event, and many administrations in the past kind of ignored that," Philipson said. "There were very few times I walked out of the Oval [Office] when we were not on the winning side. That was not very popular with all the sides obviously and that led to a lot of exclusion and even threats of firing me."

Philipson said the contentious process compelled him to leave the administration roughly two months before he was scheduled to return to the University of Chicago.
"I was very annoyed with the process and it was time to go anyways," he said.”

The Italian National Institute of Health looked at 40 sewage samples collected from wastewater treatment plants in northern Italy between October 2019 and February 2020. An analysis released on Thursday said samples taken in Milan and Turin on Dec. 18 showed the presence of the SARS-Cov-2 virus. Scientists said the detection of traces of the virus before the end of 2019 was consistent with evidence in other countries that COVID-19 may have been circulating before China reported the first cases on Dec. 31. A study in May by French scientists found that a Paris man was infected with COVID-19 as early as Dec. 27, nearly a month before France confirmed its first cases.
