César Blanco, D-El Paso, said Friday. Blanco fought the move to put limits on the legacy portion of the Hazlewood Act, which paid tuition for more than 400 students last year at the University of Texas at El Paso. The Hazlewood Act covers college-tuition costs of Texas veterans. It also allows them to pass along their unused benefits to their children or their spouses. Citing a growth in the expense of the program, state Sen. Brian Birdwell, R-Granbury, and state Rep. John Zerwas, R-Richmond, proposed allowing only veterans who have served at least six years in the military to transfer their benefits to family members. They also wanted that ability to expire after 15 years. Just before Memorial Day, Blanco and other House veterans said it was wrong to limit the program when the Legislature found money for so many other things, including billions worth of tax cuts. The House adopted modifications to the program limits, forcing a House-Senate conference committee to reconcile differences. At about 4:30 p.m. Austin time, Blanco said he spoke to Zerwas, who said that he and Birdwell had agreed that differences between the chambers were too great with time in the legislative session running short. THE EL PASO TIMES, 5 - 30 - 2015 Two arrested on suspicion of smuggling abondoned girl across Bridge of the Americas Pair suspected of transporting infant found in West El Paso By Aaron Martinez / El Paso Times / Follow @AMartinez31 POSTED:   05/29/2015 04:44:06 PM MDT Two people were arrested on suspicion of smuggling a baby girl who was found earlier this month abandoned on the side of the road in West El Paso, officials said. Brian Joshua Mayorga and Valerie Galindo were arrested after a U.S. Customs and Border Protection investigation revealed the two allegedly smuggled the 7-month-old girl on May 15 across the Bridge of the Americas. They allegedly used a birth certificate to claim U.S. citizenship for the baby, officials said. Mayorga and Galindo were arrested after CBP officers detained a woman, Mayra Selene Lazos, 26, who told officers that her baby had been smuggled into U.S. through the border crossing earlier in the day. Lazos was detained on suspicion of giving false information and for allegedly using a Colorado driver's license with a different name, officials said. She was finger printed and officers learned that a warrant for her arrest had been issued in Colorado charging failure to appear in court, officials said. CBP launched an investigation in to Lazos' claim that her child had been smuggled into the country. A short time later, El Paso police located the child in a car seat on the side of the road in the 5000 block of Conley Road near Doniphan Drive, officials from the El Paso Police Department said. CBP officers then began an investigation into who had smuggled the child across the border. They were able to identify Mayorga and Galindo through information provided by Lazos and reviewing border crossing records, officials said. Mayorga was arrested on suspicion of smuggling the child on May 22 after he attempted to drive across the Paso Del Norte bridge, officials said. Two days later, Galindo was arrested on suspicion of smuggling the child when she attempted to cross the Ysleta international crossing, officials said. Galindo's infant daughter and a man were in the car Galindo was using to drive across the border. The daughter was turned over to a relative of Galindo, officials said. Mayorga and Galindo were booked into El Paso County Jail. No bond was listed in jail records for either. Uncle accused of child abuse while baby-sitting ABQnews Seeker Albuquerque News From the newspaper New Mexico News News By Elise Kaplan / Journal Staff Writer PUBLISHED: Saturday, May 30, 2015 at 12:05 am When the 3-month-old boy Christian Trevino was baby-sitting wouldn’t stop crying, police said he threw the baby on the bed, causing two spinal fractures. According to a criminal complaint filed in Metropolitan Court, 24-year-old Trevino had been watching his sister Sierra Colorado’s two sons three days a week while she was at work since early April. He was arrested on May 23. The baby’s older brother told Colorado, Trevino cursed at the baby, threatened to throw him on the bed or put him outside and threw him with force when he wouldn’t stop crying. He said his uncle’s actions made him nervous because the baby cries when thrown, and “it hurts the baby.” Colorado took the baby to Lovelace Women’s Hospital on May 4, and he was transferred to the University of New Mexico Hospital when doctors found he had a subdural hematoma, meaning bleeding around the brain. At UNMH, doctors found he had no bleeding inside his brain but he did have two compression spinal fractures, likely a result of being thrown on the bed, according to the complaint. The baby had been fussy and wouldn’t stop crying since early April because he had colic and was gassy, Colorado told police. It is unclear from the complaint when Trevino is accused of throwing the baby. A spokeswoman for the Albuquerque Police Department didn’t know the condition of the baby now. Colorado’s sister told police she had been baby-sitting the children, but Trevino volunteered to watch the children while she attended classes since day care is expensive. Trevino watched the boys three morning a week in exchange for $75 a month. According to the complaint, Trevino said he had been released from prison in Las Cruces in early March and was living in a halfway house. He told police he is schizophrenic and has mental issues. He initially said he didn’t know how the baby had been hurt, but he thought maybe the older brother was responsible, according to the complaint. Trevino eventually told police he did “throw him (the baby) on the pillow” but had never “tossed him on the bed.” He later denied he had thrown the baby and said he maybe put him on the bed too roughly. In 2014, Trevino was found guilty of unlawful taking of a motor vehicle, according to online court records. His record includes pleading guilty to charges of assault, battery, and possession of a controlled substance. Trevino is charged with child abuse with great bodily harm.
